When a “mess” (a system of interacting, wicked problems) arrives, you apply Q through the following structural steps:
1. Start with an Admission of Ignorance
The first act of applying Questioning Insight is the humble admission that you do not know the answer[3][4]. Unlike a “puzzle,” which has a known solution that an expert can provide, a mess exists in conditions of “ignorance, risk, and confusion” where no unique solution exists[5]. You must unlearn old answers to adopt a “beginner’s mind”[8][9].
2. Form a “Comrades in Adversity” Set
Revans advises that you cannot apply Q effectively in isolation[10]. You must gather a small group of 4 to 6 peers (the “Set”) who are also facing intractable challenges[10][11]. These peers act as a “looking glass” or mirror, asking the “fresh questions” you are too close to the problem to see yourself[12][13].
3. Deploy the “Primary Interrogations”
To move from a muddle to a strategic plan, you and your Set must relentlessly return to three fundamental questions:
• “What are we really trying to do?” (Defining the goal or utility)[14][15].
• “What is stopping us from doing it?” (Identifying the real-world constraints)[14][15].
• “What can we do about it?” (Identifying feasible, immediate actions)[14][15].
4. Locate the “Structure d’Accueil” (Client Group)
Once you have an idea for action, use Q to identify your allies by asking:
• “Who knows about the problem?” (The information resource)[16][17].
• “Who cares about the problem?” (The emotional/motivational resource)[16][17].
• “Who has the power to do something about it?” (The political/action resource)[16][17].
5. Engage in Moral Self-Scrutiny
Finally, Revans argues that organizational change is impossible without personal change, a concept known as the Principle of Insufficient Mandate[18][19]. To truly resolve a mess, you must ask yourself:
• “What is an honest man?”[19][20].
• “What need I do to become one?”[19][20].
